Notice on Conducting the 2025 Annual Performance Appraisal for Faculty and Staff

I. Scope of the Annual Appraisal

All faculty and staff on the University’s established staffing quota at the Main Campus (leadership personnel at and above the deputy division level and currently in post will be appraised separately by the Party Committee Organization Department).

II. Appraisal Procedures and Requirements

Individuals Complete the Annual Appraisal Registration Form

Submission Portal: Campus Portal → “Services (Latest)” (at the bottom) → “Annual Appraisal for Faculty and Staff”

The teaching hours and basic workload data displayed in the appraisal system are automatically retrieved from the Basic Workload Automatic Calculation System. If there are discrepancies, feedback may be submitted through the Basic Workload Automatic Calculation System. The workload statistics are calculated by December 20, 2025.

Teaching and research personnel, as well as laboratory engineering staff, shall submit the Annual Appraisal Registration Form from December 21 to December 23, 2025.

Secondary units propose recommended appraisal ratings

(1) Secondary units shall, in accordance with the Interim Provisions and relevant policies including the Provisions on Disciplinary Actions for Staff in Public Institutions (MOHRSS [2023] No. 58), the Measures for Performance Appraisal of Full-time Counselors of Harbin Institute of Technology (HIT Party & Student Affairs [2023] No. 89), and the Administrative Measures for Teaching Secretaries of Harbin Institute of Technology (HIT [2023] No. 262), and in combination with the unit’s implementation rules, determine the recommended appraisal ratings.

(2) Candidates proposed for an “Excellent” rating must be publicized within the unit. The disclosure period is generally no less than five working days. The number of “Excellent” ratings shall not exceed 20% of the total number of staff participating in the appraisal within the unit; ratings exceeding this cap cannot be entered into the system.

(3) For recommended ratings of “Basically Qualified” or “Unqualified”, or where the rating is undetermined, the secondary unit shall submit a Statement of Explanation. For staff assessed as “Basically Qualified” or “Unqualified”, the unit shall promptly notify the employee in writing and upload to the system the signed receipt of the Notification Letter. If the employee raises objections, they may apply for a review in accordance with the Measures for Review and Reassessment of Performance Appraisal Results for Faculty and Staff of Harbin Institute of Technology (HIT HR [2025] No. 5).

The University reviews and confirms the annual appraisal results.

Secondary units notify employees of the results in writing; employees sign their comments on the Annual Appraisal Registration Form.

The Annual Appraisal Registration Form is placed in the employee’s personnel file

III. Use of Appraisal Results

Annual appraisal results serve as a fundamental basis for position adjustment, salary grade increases, overall performance-based remuneration, and the renewal or termination of employment contracts.

The application of appraisal results shall be implemented in accordance with the Appraisal Regulations, the Interim Provisions, and other relevant rules.

IV. Timeline Requirements

By December 23, 2025, faculty and staff shall complete online submission of the Annual Appraisal Registration Form. After submission, download the form and provide it to the discipline group secretary (no personal signature required; the School does not accept individual submissions). Late submission will affect the allocation of the individual’s year-end overall performance payment and the year-end one-off bonus, and the individual shall bear the consequences.

By 17:00 on December 25, 2025, discipline group heads shall complete the appraisal results on each individual’s Annual Appraisal Registration Form and submit the forms to the School by discipline group.
