The 2025 Annual Summary Meeting of the National Key R&D Program Project

On December 21, 2025, the annual summary meeting of the National Key R&D Program project Key Technologies for Emergency Assurance of Urban Municipal Infrastructure Under Extreme Weather, led by Harbin Institute of Technology (HIT), was successfully held in Zhuhai. The meeting brought together more than 80 participants, including the project leadership team, principal investigators of the sub-projects, invited guests, and core project members. Attending experts included Academician Yue Qingrui, a tracking expert from the Chinese Academy of Engineering (University of Science and Technology Beijing), and Professor-level Senior Engineer Zhang Xiuhua, Consulting Chief Engineer of China Municipal Engineering North China Design & Research Institute Co., Ltd. The project’s advisory experts were also present, including Professor-level Senior Engineer Wang Jiazhuo, Deputy Chief Engineer of the China Academy of Urban Planning & Design; Prof. Zhang Sumei of Harbin Institute of Technology (Shenzhen), and Professor-level Senior Urban Planner Yang Yifan of China Urban Development Planning & Design Consulting Co., Ltd., among others.

The meeting was chaired by Academician Yue Qingrui, head of the project expert panel. Prof. Wang Yuyin of Harbin Institute of Technology, the project leader, presented an overview of the project’s progress in 2025. Reports on the annual progress of Sub-projects 1 through 5 were respectively delivered by Prof. Liu Kai of Beijing Normal University, Senior Engineer Jin Nan of Shenzhen Urban Public Safety and Technology Institute Co., Ltd., Prof. Ma Liyang of Harbin Institute of Technology, Researcher Yang Yongchao of Ningbo Oriental Institute of Technology, and Professor-level Senior Engineer Gao Shouyou of Beijing Municipal Engineering Design & Research Institute Co., Ltd.

Following the presentations, the expert panel concluded that the project is overall progressing as planned. The experts also offered constructive suggestions on current priorities and key challenges, evaluation approaches for performance indicators, and mechanisms for project organization and management.
